Oliver Sloan was born and raised in Seattle, Washington by his parents Andrew and Taylor Sloan. He attended Lake Academy where he was the starting quarterback. Sloan set several records at the school, with 70 passing touchdowns his senior year, however despite this, not many people recruited Sloan. Appalachian State, Wyoming, and Washington State recruited Sloan before ultimately chose Appalachian State.

Sloan was second-string his freshman season at Appalachian State, only playing 3 games with 20 pass attempts, completing 13 of them for 100 yards and a touchdown. His sophomore season, he was starter. Sloan in 14 games threw for 2,345 yards with 23 touchdowns and 14 picks. His junior season is when he exploded, in 14 games he threw for 3,956 yards, 36 touchdowns, and just 5 interceptions. This lead to him declaring for the DSFL where he was picked up off waivers by the Minnesota Grey Ducks before being drafted by them 54th overall in the 7th round of the S23 DSFL draft
