Early years
Jay Palmer was born in Buffalo, New York on June 9th, 2012 to his mother Jeane Stenson (Palmer), a high school teacher in mathematics at Lancaster High School, and father Ray Palmer, coach of the Lancaster Legion. Jay Palmer attended and played football at Lancaster High School for the Lancaster Legion where he led his team in sacks. Palmer was a starter as a junior on the Lancer's Varsity team, not because he was the coach's son, but from working hard on the field. Coach Ray Palmer addressed the controversy of starting his son over Senior Defensive End James Smallwood by saying "It doesn't matter that he is my son, in my eyes, every kid on this team is my son. Jay has put in the work in the weight room and in practice to prove himself as the starter. If James wants to start again, he needs to earn it, just like Jay did.
College career
Jay was not offered a scholarship to play Division 1 football at any school, but was given the chance to earn a walk on spot in his hometown of Buffalo, New York with the Univertisy at Buffalo Bulls. Jay hit a few setbacks during his first year, but took the time to learn and grow into his position at Defensive End for the Bulls. By his sophmore year, Jay primarily filled the role of a 3rd and long specialist, only accumulating 3 sacks and 2 tackles for loss during the entire season. Jay came into his own during his junior year, he spent most of the off season working on his fundamentals, and speed off the ball. Jay won the starting job his junior year and kept firm hold during his senior year, acquiring 13 sacks and 35 tackles his senior year. After graduation from UB, Jay declared he was entering the NSFL/DSFL draft.
